Retiring in Greenville, South Carolina: 7 Financial Planning Opportunities to Know

Greenville has become an increasingly attractive place to retire, and for good reason. Between a walkable downtown, Falls Park, the Swamp Rabbit Trail, proximity to the Blue Ridge Mountains, and a relatively mild climate, Greenville offers a lifestyle that can look very appealing after leaving the workforce.


But retiring in Greenville isn't simply a lifestyle decision. Where you live can materially affect your financial plan.


South Carolina's tax treatment of retirees, Greenville County's property-tax rules, and even decisions about where you live within the county can affect how far your retirement dollars go.


If you're approaching retirement in Greenville, or considering moving here, here are seven financial planning issues worth understanding.


1. South Carolina Doesn't Tax Social Security Benefits


One of the first things Greenville retirees should understand is that South Carolina does not impose state income tax on Social Security benefits. Even when a portion of those benefits is taxable for federal income-tax purposes, South Carolina allows a subtraction that eliminates state taxation of those benefits. [dor.sc.gov]
That distinction becomes important when you're designing a retirement-income strategy.


Imagine a Greenville couple whose retirement income comes from several places:
• Social Security
• IRA withdrawals
• A pension
• Investment income from a brokerage account


Those income sources aren't necessarily treated the same way for South Carolina income-tax purposes.


That means the question isn't simply:


"How much can we withdraw this year?"


For many retirees, it may also be helpful to consider:


"Which accounts should we draw from, and how could those withdrawals affect both our federal and South Carolina tax situations?"


Coordinating Social Security with IRA distributions, Roth conversions, charitable giving, and investment withdrawals can therefore be an important part of retirement planning for South Carolina residents.


2. South Carolina Offers Retirement-Income Deductions


South Carolina also provides deductions that can make retirement income more tax-friendly.


Under current South Carolina rules, taxpayers receiving qualifying retirement income may generally deduct up to $3,000 annually before age 65 and up to $10,000 annually beginning at age 65. South Carolina residents age 65 and older may also qualify for an age-based deduction of up to $15,000 per taxpayer. For a married Greenville couple in which both spouses are age 65 or older, understanding how these deductions interact can make a meaningful difference when estimating retirement cash flow.


It can also affect decisions such as:
• How much to withdraw from an IRA in a particular year
• Whether to make a Roth conversion
• When to realize investment gains
• How much cash to keep outside retirement accounts
• Whether to accelerate or defer income

3. Turning 65 Can Affect Your Greenville County Property Taxes


For Greenville homeowners, age 65 can bring another important planning opportunity.

To qualify based on age, a homeowner generally must be at least 65 years old and, as of December 31 preceding the tax year for which the exemption is claimed, have been a legal resident of South Carolina for one calendar year, along with satisfying the program's other requirements. For someone building a retirement budget, property taxes are a recurring expense. Making sure you've applied for every exemption for which you're eligible is one of those relatively simple financial-planning steps that can easily be overlooked.


It's also particularly relevant for people who move to Greenville after retiring. Because of the state's residency requirements, the timing of a move can influence when eligibility begins.


4. Make Sure Your Greenville Home Is Classified as Your Legal Residence


This is especially important for people relocating to Greenville from another state.

They should also determine whether they have properly applied for South Carolina's legal-residence classification and received Greenville County approval of that status, which may qualify the property

5. Where You Live in Greenville County Can Affect Your Property-Tax Bill


Here's a Greenville-specific wrinkle that can surprise homeowners:


Two similarly priced homes in Greenville County can have different property-tax bills.


Greenville County notes that millage rates can vary among tax districts based on the school, fire, sewer, and other taxing authorities applicable to a particular property. So a retiree deciding between homes in different parts of the Greenville area shouldn't necessarily assume that a $500,000 home in one location will carry the same property-tax burden as a $500,000 home somewhere else.


This can become particularly relevant when deciding whether to downsize.


For example, moving from a longtime family home to a smaller property may reduce maintenance and free up equity, but the purchase price alone doesn't tell you what the new home's ongoing carrying costs will be.


Before buying, it can be worthwhile to estimate the actual property taxes associated with the specific location.


6. Downsizing in Greenville May Have More Financial Consequences Than You Expect


For many Greenville retirees, the housing question isn't simply:


"Can we afford our house?"


It's:


"Does this house still make sense for the retirement we want?"


Someone living in a larger home may eventually consider moving closer to downtown Greenville, into a lower-maintenance community, or to another part of the Upstate.

7. Greenville's Lifestyle Should Be Part of Your Retirement Number


Finally, retirement planning shouldn't focus exclusively on taxes.


It should focus on what you're actually retiring to.


One of Greenville's attractions is that retirement here can take many different forms.


For one couple, the ideal retirement might mean walking the Swamp Rabbit Trail, spending more time downtown, and taking weekend trips into the mountains.


For another, it might mean frequent travel, helping grandchildren, joining a country club, purchasing a second home, or giving more generously to local organizations.


Those are very different retirement budgets.


That's why we don't believe a generic rule such as "you'll need 80% of your pre-retirement income" tells the whole story.


A more useful exercise is to build a retirement plan around the life you expect to live here in Greenville.
